Patrick understands the task at hand. Bexar County cannot truly achieve great things when it is mired in debt. We need a strategy for Bexar County that emphasizes clear and concise fiscal management and the shared value approach in order to position our county well for the future.

FOCUS ON CORE SERVICES
Grow Strong Working Relationships
The Bexar County Judge interacts with the State of Texas, 22 municipalities, Federal agencies, military commands and regional authorities. The quality of those relationships directly affects what Bexar County residents receive in services, funding and cooperation.
A county judge who spends his time in political conflict with his peers is a county judge who is not doing his job.
Patrick's approach to intergovernmental relations is the same as his approach to client relationships: find the shared value and build from there. He believes honesty grows strong working relationships and his daily goal will be to pursue common ground with every jurisdiction and every official because that it is what best serves Bexar County residents — regardless of party.
Assist All Cities in Bexar County
The Bexar County Judge serves all 22 jurisdictions within Bexar County's boundaries — not just San Antonio. Smaller cities and unincorporated communities deserve the same quality of county services and same access to the county judge's office as the largest municipality. This is a priority from Day One.
Unite the Court on Fundamentals
The fundamentals of county government — transparent budgeting, merit-based management, public safety and infrastructure maintenance — should be achievable across party lines. Not every vote on the Commissioner’s Court will go Patrick's way but he will pursue every common-ground opportunity on the court with integrity and discipline.
Emergency Services Coordination Across All Jurisdictions
Emergency preparedness does not stop at city limits. Flood response, disaster coordination and 911 operations affect every Bexar County resident regardless of what municipality they live in. As Bexar County Judge, Patrick will work to ensure emergency management is the most efficient it can be because every resident deserves to live and work in a safe environment.
FOSTER ECONOMIC DEVELOPMENT THROUGH CONSCIENTIOUS GROWTH
Bexar County is one of the most genuinely diverse and genuinely Texan communities in the country. Its history is layered with the sweat, blood and tears of people from everywhere around the world who came here to find a new life in the early days. This is home for all of us.
Over 150 years later, Bexar County’s economic foundation is exceptional though underutilized.
For Patrick, economic development is not about forming yet another committee to talk about growth, it’s not about asking taxpayers to reach into their pockets again to support another pet project, and it’s definitely not about subsidizing politically connected developers. It is about building on what Bexar County already has — military excellence, a strong constitutional rights culture, a diverse and skilled workforce and a geographic position that connects South Texas to the rest of the state.
Military Excellence
Our military presence – Joint Base San Antonio (JBSA) and its tenant commands - represents one of the largest concentrations of defense infrastructure in the United States. Together with the cybersecurity and intelligence community that has grown around it, we have a natural economic cluster that Bexar County should be actively recruiting to expand.
Defense technology, cybersecurity, aerospace and logistics firms that complement JBSA's mission are the right targets for Bexar County. These businesses bring high-wage jobs, stable employment and align with the community's existing strengths.
But, JBSA is not just an economic anchor — it is a community. Hundreds of thousands of current and former military members and their families have chosen to stay in Bexar County after their service. County government has an obligation to honor that choice and make Bexar County the best possible home for military families.
As Bexar County Judge, Patrick will work to grow Bexar County's regional and national profile — not for ego, but because a prominent, well-regarded county attracts investment, talent and federal resources.
Strong Constitutional Rights
Texas's constitutional framework — property rights, Second Amendment protections, limited government — is a genuine competitive advantage for business recruitment. Bexar County should present itself as a place where those protections are real and enforced, not eroded by local policy.
Business-Friendly Regulatory Environment
Entrepreneurship is key to a strong Bexar County and it should be easy to start and operate a business here. Permitting processes, county fees and regulatory requirements should be reviewed under the same framework applied to every county expenditure: Is it working? Can we prove it’s working? Does it justify its cost?
Respect Both Aquifer Protection and Private Property Rights
Respecting both the Edwards Aquifer AND private property rights for development are not opposites. They require careful, honest policy that does not sacrifice either. Patrick believes both can be protected through thoughtful land use policy. Pitting property owners against land developers or conservation efforts are false choices created by poor governance.
Honor the Past and Build Forward
Bexar County's history is not a liability to be managed. It is an asset to be honored. The missions, the ranches, the immigrant communities, the military families, the indigenous heritage — all of it is Bexar County's story.
Patrick does not believe government should choose which parts of these many stories are celebrated and which get erased. These decisions belong to the diverse array of people that work and live in Bexar County.
Care for Each Individual and the Whole Community.
Every Bexar County resident deserves to be seen as an individual with dignity and specific needs. Bexar County’s job is to build the conditions under which the whole community can thrive. These two obligations are not in conflict.
