Patrick Von Dohlen is continuing the fight for relief from Bexar County’s emissions-testing mandate. A news report describes a delay, but the state’s published registration guidance still lists a November 1 start. Here is where the public record stands as of October 22, 2026.

A reported stay—and conflicting state guidance

KTSA reported on October 6 that EPA had granted a stay of the testing requirement while federal and state officials review the program. Its report describes efforts by Councilwoman Misty Spears and Commissioner Grant Moody to seek relief.

However, a later TxDMV bulletin dated October 9 still directs Bexar County to begin the program on November 1, 2026. The DPS FAQ and TCEQ program page also continue to display that date.

The campaign has not verified a final order permanently canceling the requirement or an updated state implementation notice resolving this conflict. A reported stay, administrative reconsideration, and permanent repeal are different steps. Drivers should check current TxDMV and DPS instructions when handling their registration.

The EPA review is an opening for relief

The September 28 EPA letter previously published on this website describes reconsideration of federal ozone actions, including the San Antonio area’s Section 179B determination. The letter leaves the outcome open; it does not itself announce a final cancellation. Read the letter and background.

Patrick has described his advocacy through letters, testimony, press conferences, and the campaign’s petition. He is pressing for lasting relief from added costs and paperwork for Bexar County families.

What the published fees say

TCEQ currently lists a maximum $18.50 station charge for an on-board diagnostics emissions inspection. Separate state charges are collected at registration. The station charge should not be confused with the full registration bill or with existing inspection-replacement charges.

For vehicle eligibility and registration requirements, use the current TxDMV notice and DPS guidance.

The fight continues

Patrick’s goal is lasting relief for Bexar County drivers. Keep the pressure on for a clear decision and a program that respects families’ budgets.
